Can I use a holster designed for a Tactical Application Rail, and specific light, without either?

The holsters we offer on our site designed for the Tactical Application Rails, and a few of the most popular light combinations, are made specifically for that set up, and will not fit properly (too loose), unless both are attached, as typically the light is the widest part of the assembly, and where the most amount of engagement with the holster happens.
